Overview

While the hope is always that insurance will not be needed, it is critical to have protection that enables you to easily access health services when you need them, while in Canada. Healthcare in Canada is not free and so it is of the utmost importance that everyone have an appropriate healthcare insurance plan.

At Cape Breton University, it is mandatory for all international students to have health insurance coverage through CBU’s guard.me international health insurance plan. Guard.me is the number one international health insurer in the world that provides comprehensive medical, dental and vision coverage. Coverage is provided in two plans, which are explained below.

IMPORTANT: Having a health insurance plan under your employer does NOT replace the mandatory guard.me international health insurance plan. CBU’s guard.me insurance will still be required in order to attend CBU.

The Importance of International Health Insurance

To ensure your protection against unexpected medical costs, all new students must have International Health Insurance. While the hope is always that insurance will not be needed, it is critical to have protection to enable you to easily access health services when you need them, while in Canada.

International Health Insurance Plan Breakdown

Plan A:

  • Is mandatory for all international students who do not have a Nova Scotia Government Health Insurance (MSI) card. Students will automatically be enrolled in this plan.
  • The costs of guard.me’s International Health Insurance Plan are prorated. For the 2024-2025 academic year, the cost of this plan is $1283.00.
  • Examples of guard.me Plan A coverage include hospital services, physician fees, laboratory (blood work) and diagnostic testing (x-rays or ultrasounds) and prescription medication while hospitalized. For details, refer to the guard.me insurance policy.

Plan B:

  • Plan B is for students who have a valid MSI card for the entire policy term (September 1, 2024 – August 31, 2025).
  • MSI covers much of the costs from hospital stays and hospital care, but not all. To learn more about MSI eligibility, visit this Government of Nova Scotia webpage. If you’d like to learn more about how you can apply for MSI coverage, please visit this Government of Nova Scotia webpage.
  • International students who have a Nova Scotia Government health insurance (MSI) card, valid from September 1 2024 to August 31, 2025, have the option to opt-out from Plan A and remain only in Plan B. There will be no exceptions to this rule. Students may have the option to extend their MSI card if it is not valid for the time period outlined above.
  • Note: New international students beginning their studies in January and May are not eligible for Plan B and must remain in Plan A.

About MSI

What is MSI? 

The Medical Services Insurance (MSI) programs are administered by Medavie Blue Cross on behalf of the Nova Scotia government. MSI coverage will cover hospital costs ONLY

How do I apply? 

To register for a health card in Nova Scotia, you must contact the MSI Registration and Inquiry Department at 902-496-7008 or at 1-800-563-8880 (toll free within Canada), to start the application process.

When do I apply? 

People coming to Nova Scotia from outside the country who hold a Study Permit that is valid for a minimum of 12 months can apply for coverage the first day of the thirteenth month following the date of arrival in Nova Scotia as a student. A student arriving in Nova Scotia in July cannot apply until August of the following year. For continuous coverage, a copy of each Study Permit must be submitted to MSI and a declaration must be signed each year.

Why do I need MSI? 

MSI is important to have as it makes going to see a doctor in Nova Scotia easier. It is important to also retain guard.me insurance in addition to having MSI coverage as MSI coverage is limited. MSI alone is not enough coverage for an international student. For example, private insurance is required for prescription drug coverage, dental and repatriation among other services. Please refer to your policy documents to review coverage.

How to Access your Guard.me insurance

As an international student at CBU, you have been automatically enrolled in guard.me’s international health insurance plan

You will soon receive a welcome email from guard.me, your international health insurer. Inside, you will find instructions on how to create your account and obtain your electronic guard.me Healthcare Access Card. 

If you have trouble activating your card, please follow the steps below:

  1. Visit https://guard.me/
  2. Under “account login” click Student.
  3. Enter your CBU email and click Continue.
  4. Select Forgot Password .
  5. Refer to your CBU email for the guard.me password reset email.
  6. After you reset your password, return to the main guard.me page and login with your CBU email and new password.
  7. After you log in, you will receive a message indicating that guard.me has sent you an authorization code (this is a security measure and will be required each time you log in). Copy the authorization code from your email and return to the guard.me login page to enter the code.
  8. After the code is entered you will then have access to download your guard.me insurance card. We strongly encourage you to print a copy of your insurance card and keep it in your wallet or take a picture with your phone so you will have access to it in case of an emergency.

GuardMe Student Support Program (GMSSP)

The GuardMe Student Support Program is a support service available to eligible International students that can help them with challenges faced when studying or living abroad. You can contact GMSSP anytime – day or night – to speak with a Counsellor who has experience supporting the unique challenges students face via telephone, chat, video or in-person. Guard.me Mobile App

Students should download guard.me’s iCent app on your mobile device to make submitting receipts easier or they can submit a claim to the insurance company for consideration. The insurance company will reimburse them based on the eligibility of the service under the insurance policy.

All international students studying at CBU are required to have health insurance coverage through CBU’s guard.me international health insurance plan health insurance, regardless of if they have employer insurance.

International students who have a Nova Scotia Government health insurance (MSI) card, valid until August 31, may have the option to change from the Plan A and remain only in Plan B. Plan B covers items that MSI does not cover. For information on changing to Plan B, please contact an International Student Advisor at internationaloffice@cbu.ca.

Note: New international students beginning their studies in January and May are not eligible for Plan B and must remain in Plan A.

Students that have resided in Nova Scotia for 12 consecutive months and have not left the province for more than 30 consecutive days may be eligible for provincial medical insurance known as MSI. An MSI card is available to Nova Scotia residents and provides hospital and physician treatment coverage. However, MSI does not cover services such as prescription drugs, dental, ambulance or repatriation. MSI may not cover you while travelling outside of Nova Scotia or outside of Canada.

Getting your provincial health card

To submit an application and determine your eligibility for MSI, please contact the MSI office at 902-496-7008 or 1-800-563-8880 (Toll free in Canada).

Annual renewal of MSI coverage

If you are eligible for provincial medical coverage (MSI), you must apply for for it annually as your card has an expiry date. You will be asked to prove that you have not left the province for more than 30 consecutive days (in addition to other requirements).

This Government of Nova Scotia-sponsored program is subject to change without notice.

Non-Emergencies

For non-emergencies, students are encouraged to use guard.me’s Mobile Doctor or the Nancy Dingwall Health and Counselling Centre, which is now located in the MacDonald Residence temporarily and will later return to a permanent home in the renovated Canada Games Complex within CBU campus after construction is completed. It is staffed with a doctor, nurse and physiotherapist and can address minor, non-emergency issues. Hours of operation are Monday to Friday from 8:30am to 4:30pm.

At CBU, we understand that taking care of our mental health is just as important as taking care of our physical health. CBU provides support for all students dealing with mental illness, including health conditions that disrupt a persons thoughts, emotions, relationships and daily functioning. To learn more about mental health resources at CBU, please click here.

CBU also offers free and confidential services with Personal Counsellors. Appointments can be made by phone or through email to discuss a variety of issues including anger, parenting, grief, depression and anxiety, relationship issues, family conflict, time management, stress, financial concerns and couples counselling. Appointments are available Monday-Friday including some evenings. To book an appointment, contact the Nancy Dingwall Health and Counselling Centre at 902-563-1639 or email healthservices@cbu.ca.

CBU also offers the GuardMe Student Support Program (GMSSP), which provides mental health services to all international students. GMSSP is an innovative Student Support Program that helps students by promoting early intervention and 24/7 access to mental health support. The GMSSP helps students manage their mental health so they can fully participate in academic life and complete their studies.

The GMSSP is the first support program to use linguistically and culturally matched licensed clinicians, providing students a welcoming place where they are comfortable to seek help.

International students studying at CBU are automatically enrolled in the guard.me international student health insurance plan. This plan will begin on the first day of the month that you are beginning your classes in, or the date you arrive in Canada if you arrive late.

Students traveling to Canada prior to the start of the semester are strongly encouraged to enrol in the guard.me temporary emergency program. This program will provide the necessary coverage you need from your arrival date until your enrolment date. Learn more about your student insurance coverage here.

It is mandatory for all CBU students studying in Canada to be enrolled in the guard.me international student health insurance plan.

No, students are not eligible to opt-out of CBU’s guard.me international health insurance plan, even if they have coverage through an employer.

The international student health insurance fee will automatically be charged to your student account upon, or shortly after, registration.

While the policy year runs from September 1 to August 31, the cost of your plan will be pro-rated (while in Canada) if you start in January or May.

No, CBU does not profit financially from international student health insurance. Every cent of our students’ premium goes into paying for their insurance plan.

Guard.me is the number one international health insurer in the world. In consultation with the CBU Students’ Union, staff in the Nancy Dingwall Health and Counselling Centre and keeping in line with other universities in Atlantic Canada, this plan was the cheapest option for students with the best coverage, including enhanced prescription, vision and dental care.

We are confident that by continuing to work with guard.me our students will be protected should they be faced with an unexpected illness or emergency.

Taking care of our mental health is just as important as taking care of our physical health as it includes our emotional, psychological and social well-being. There is a significant number of students who use the GuardMe Student Support Program (GMSSP) on a regular basis. Because of this, it was determined that it would be best to keep this program.

By using the GMSSP, students will have access to a counsellor that speaks their language, is from their culture, or has a shared experience. Real-time support is available via telephone and chat. Appointment-based support is available over the phone, via video and in-person.

With the new upgrade to your Guard.Me plan A, pre-existing conditions are now covered for up to $10,000 with exceptions for emergency coverage in cases of pregnancies that occur before 30 days of arrival in Canada and conditions that were unstable in the 3 months prior to arrival in Canada.

 

We recommend anyone with pre-existing conditions to contact guard.me directly to discuss their conditions and review their insurance policy.

It is strongly recommended that you bring enough medication from your country of origin to provide treatment until you return to your home country.

For students beginning their studies in September, your international student health insurance plan will begin on September 1 or the date you arrive in Canada if you arrive after September 1, until August 31 of the next year. 

Students who begin their studies in January or May are enrolled in the coverage on the first day of the month (January 1 or May 1), or the date you arrive in Canada if you arrive after this date, until August 31 of the same year. 

Family members can be added to your plan for an additional fee and must be registered with guard.me within 10 days of receiving your insurance policy. It will be your responsibility to pay guard.me directly for any family members enrolled in the plan.

If you need insurance for your dependent before you can enrol them in the CBU plan or if you missed the deadline to purchase coverage for your dependents on CBU’s guard.me Plan A or Plan B, you may purchase the guard.me Canada emergency plan for your dependents here.

You will receive your policy information in your CBU email after classes begin. You will then be instructed to login and create an account with guard.me so you can access your insurance card.

If you haven’t received the email, try searching your email inbox by typing guard.me in the search bar. Please be sure to also check your ‘Junk’ mailbox. If you are still having trouble finding it, contact an International Student Advisor through your Compass Student Account immediately.

We strongly encourage you to print a copy of your insurance card and keep it in your wallet or take a picture with your phone so you will have access to it in case of an emergency.

Your insurance card will be in the email you receive from guard.me and you can find it at the top of your claim form. Take a picture of it, or print it and keep a copy with you. Insurance card information will not be available from International Students Advisors on demand.

If you have an emergency and have to see a medical professional quickly, you are required to find your insurance card or contact guard.me directly.

We strongly encourage students to print out their health insurance card or take a photo of it on their mobile device. If you forget your insurance card, you will be required to pay for the associated costs out of pocket, which can be very expensive. It is important to keep all receipts to submit to guard.me to assess your eligibility for coverage.

Students should download guard.me’s iCent app on your mobile device to make submitting receipts easier or they can submit a claim to the insurance company for consideration. The insurance company will reimburse them based on the eligibility of the service under the insurance policy.

For minor issues such as cold, flu, headaches or minor injuries, students should visit the Nancy Dingwall Health and Counselling Centre.

For emergencies such as a serious accident, injury, broken bones, etc., please visit the nearest emergency room.

The closest emergency room with 24/7 access is located at:

Other emergency rooms located in the surrounding areas include Glace Bay, North Sydney and New Waterford, however, hours of operation are subject to change.

If you are not able to drive and do not need an ambulance, you can call a taxi and ask for a receipt. You can submit the receipt for assessment of coverage eligibility. Students should download the guard.me iCent app on your mobile device to make submitting receipts easier.

If it’s an emergency and you need an ambulance, call 911 and one will be sent to your location immediately.

Ambulance charges are separate from hospital charges, therefore a bill will be sent to you for payment.

Eligible ambulance charges can be submitted to guard.me for reimbursement.

No, you do not need extra insurance to travel outside of the country. Your guard.me policy includes emergency travel coverage up to 30 days worldwide.

The excursion program provides short-term travel up to 30 days worldwide and 15 days to the USA.

Note: neither of these programs cover you while you are in your home country.
