Student Business Analytics Developer (GIS)

This Opportunity is strictly for students enrolled in Co-operative Education Program.  It is not an Internship Opportunity.

Halifax Regional Municipality is inviting applications for a four-month summer term for the co-op position of Student Business Analytics Developer (GIS) in Information Technology.

To qualify for this position, you must be currently enrolled in a GIS (Geomatics), Master of Planning, Computer Science, Business, or Information Systems/Technology Management program. You’ll collaborate with HRM’s GIS team and other stakeholders in HRM to undertake challenging assignments that will provide the opportunity for you to learn about new technologies, develop or enhance your skills, and make significant contributions to your municipality.

The student will assist the GIS team with the design, implementation, testing and support of spatial solutions, which include visualizations such as maps, apps, and other leading-edge approaches, to deliver information to the organization’s knowledge workers.   The student will find themselves working with a variety of tools including ESRI ArcGIS suite of tools, and Python.  This student role also includes learning, researching and supporting solutions including data modelling, spatial design, and working with stored procedures.

The student will assist the GIS team with various current on-going projects which support key business components and decisions, will  have the opportunity to work with the other stakeholder groups within IT and HRM and will  obtain a basic foundation of knowledge of key business services divisions delivered by municipalities.

DUTIES AND RESPONSIBILITIES:
In support of GIS this position will, with support from the team:

  • Aide in the design, development, and implementation of solutions, interfaces, maps and reports using a variety of database platforms, programming tools, techniques, and languages.
  • Help investigate and recommend solutions to technical problems encountered by users.
  • Prepare documentation such as entity relationship diagrams, application flow diagrams, use cases, user guides, technical documentation, test plans, and maintenance procedures.
  • Adhere to established development standards and change/release management procedures.
  • Work with clients to determine requirements, evaluate proposed and existing solutions and make recommendations for implementation, jointly with the GIS team.
  • Research, evaluate, and recommend various tools and techniques used to support spatial solutions, interfaces, and reports.

QUALIFICATIONS:
Education and Experience:

  • Currently pursuing a post-secondary degree in GIS (Geomatics), Master of Planning, Computer Science, Business, or Information Systems/Technology Management program.

Technical/Job Specific Knowledge:

  • Strong interpersonal and communication skills, both written and verbal.
  • Strong logic, analysis and problem-solving skill.
  • Experience with teamwork.
  • Ability to combine data from multiple sources when needed for the analysis.
  • Ability to self-manage to task and schedule.
  • Knowledge of GIS tools (e.g. ArcGIS Desktop, ArcGIS Online) and spatial intelligence concepts.
  • Familiarity with relational databases (e.g. Oracle, MySQL, and MS-SQL).
  • Familiarity with knowledge of cartographic concepts, design and layout.
  • Familiarity with a variety of programming languages (e.g. Java, Visual Basic, SQL, R, Python).
  • Familiarity with statistical analysis techniques.
  • Familiarity with remote sensing and remote sensing techniques.
  • Familiarity with Master Data Management practices.
  • Familiarity with Data Governance practices.
  • Familiarity with change and release management procedures.
  • Familiarity with machine learning and artificial intelligence driven analytics.

Security Clearance Requirements: Applicants may be required to complete an employment security screening check.

Please note – Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates, who are selected for testing, may be tested in a group setting, scheduled at the employer’s discretion.

WORK STATUS: Temporary, up to four (4) months; May to August 2025 (with some flexibility)

HOURS OF WORK: 8:30am – 4:30pm, Monday to Friday; 35 hours per week

SALARY: $21.00 to $24.00 per hour, depending on education level.

WORK LOCATION: 14th Floor Barrington Tower, (Flex and Partial WFH Options).
