Requirements

Education, Certification and Experience

A Bachelor’s Degree, preferably in Business, Business Administration or Commerce with a minimum of 2-3 years’ professional level Supply Chain Procurement experience
AND
Experience in Public Sector procurement
OR
A combination of equivalent education, job-related training, and work experience in a related position.

Additional Qualifications

 Understands and has demonstrated proficiency as a subject
matter expert in the Contract Management Lifestyle including
pre-bid, bid, and post-award phases and stages.
 Demonstrated knowledge of financial aspects of business and program management.
 Proven ability to develop and analyze spreadsheets, databases and multiple sources of information.
 Demonstrated proficiency in procurement principles and practices, end-to-end procurement cycle,.
 Maintains current professional and technical knowledge by participating in professional associations, such as the Supply Chain Management Association (SCMA).
 Ability to coach, mentor and develop employees.
 Proven track record in effective planning and the agility, flexibility and ability to manage multiple priorities and projects simultaneously while achieving results.
 Excellent communication and interpersonal skills.
 Strong leadership and people management skills.
 Able to excel under pressure in a deadline driven environment.

Asset Qualifications

 Experience with planning and leading projects.

Responsibilities

Reporting directly to the Manager of Procurement & Strategic Sourcing, the Purchasing Supervisor is responsible for numerous activities involving sourcing materials, order management, contract and vendor performance management, and oversight of purchasing staff. Marine Atlantic procurement is responsible for the generation of procurement plans based on organizational requirements, sourcing, pricing and post award activities that are dependent on efficient, cost-effective and timely purchasing.

Additional Key Areas of Responsibility

 Responsible for the coordination of daily activities, scheduling of employees, oversight of workflow, and coordination of processes, while holding employees accountable for agreed upon targets, milestones and deliverables.
 Pursues continuous improvement in Purchasing metrics and reporting to represent improved performance and service levels.
 Investigate and inform management of changes in major purchasing trends such as price, consumption, volume, delivery, freight rates, and vendor parts discontinuation/obsolescence.
 Support Manager in development and implementation of contract and procurement strategies across the organization, and for all spend categories.
 Provide support to Purchasing department for all Procurement systems, including development and implementation of procurement tools (supply agreements, blanket orders, federal standing offers, and supply arrangements etc.) to facilitate the repetitive purchase of the same or similar products.
 Ensure compliance with policies on expenditure authorization for initiation of applicable procurement instruments.
 Ensure procurement staff are in compliance with the Policy. Ensure that the Procure to Pay process is adhered to.
 Monitor activities within Marine Atlantic’s computerized purchasing system.
 Ensure that workplace health and safety requirements are met and in compliance with applicable regulations. Promote a safe working environment.
