About Our Opportunity

As a Senior Policy Analyst, you will provide policy development, implementation and evaluation/monitoring for the Department of Communities, Culture, Tourism and Heritage (CCTH) supporting divisional and corporate priorities. You will develop legislative, regulatory, policy, and process initiatives that that are strategically aligned with government priorities.

You will lead projects and participate in multi-disciplinary, interdepartmental teams of senior staff in the identification and analysis of policy and research options and recommendations related to Nova Scotia’s tourism, arts, heritage, diverse communities and culture.

Primary Accountabilities

  • Provide advice to program staff on policy development projects and liaise with other departmental staff to prepare policy advice documents, internal policy documents, briefing materials, and submissions to Executive Council.
  • Undertake research, develop, and analyze policy options, and make recommendations to leadership on a broad range of complex and sometimes conflicting issues, to inform the decision-making process by senior management, the department and government.
  • Take an integrated approach to policy development, involving organizations at times (internal and external) with disparate views on a broad range of complex issues that require risk analysis.
  • Collaborate with management and staff to ensure comprehensive and timely responses to requests for input into department and government-wide initiatives.
  • Cultivate and develop relationships with external and internal stakeholders.

Qualifications and Experience

To be successful in this role you have a bachelor’s degree in plus 5 years of related experience in policy, communications, program planning and development or a master’s degree plus three (3) years of related experience. An equivalent combination of education and experience will be considered.

You will have extensive experience and in-depth knowledge of strategic planning, and policy development. You have experience in coordination of multi-disciplinary teams and will work with partners (including funders), to assist in the identification and analysis of policy options.

In addition, to be successful you hold skills/experience in the following areas:

  • Work independently, and in team environments you apply the concepts of equity, diversity, and inclusion to all areas of your work and will support your colleagues to do the same
  • Strong planning, organizational and administrative skills and are able to present your work clearly, set priorities, meet deadlines, and managing multiple assignments
  • A strategic and analytical thinker who can exercise discretion in balancing priorities and dealing with sensitive issues.
  • Demonstrate strong critical thinking/analytical skills, problem solving
  • Strong partnering and relationship building skills and excellent interpersonal skills
  • The ability to maintain the integrity and security of confidential and sensitive information

Assets for this position include:

  • Experience working with various levels of government on infrastructure agreements
  • French as a second language

Leadership competencies required at this level of work are: Conceptual Thinking, Strategic Orientation, Outcome Focus, Initiative, Effective Interactive Communication, Partnering and Relationship Building, and Intercultural and Diversity Proficiency.

Pay Grade:  EC 11

Salary Range:  $3,062.13 – $3,836.49 Bi-Weekly
