This is accomplished across four management zones which are responsible for the operation of acute care health centers and the provision of a variety of inpatient and community-based programs and services including cancer care, mental health and addictions, primary health, public health and continuing care. A streamlined health system can provide many opportunities to put resources where most effective to meet population needs, build a system that focuses on people and patients, ensure a provincial approach to planning and integration of services, and reduce duplication.
The upcoming years will be marked by significant change as the Nova Scotia Health Authority transforms its clinical and corporate services, and oversees on-going organizational structural redesign to ensure a provincial approach to the delivery and management of quality, sustainable health care services to meet the needs of Nova Scotian’s.
The financial analyst student is an important part of the analytics team and finance portfolio, providing assistance in ensuring all processes and system technology is efficient and working to support stakeholders, customers, vendors, and employees. The financial analyst student will develop relationships across the NSHA with Clinical & Administrative Managers and Directors to support financial, payroll, budget and cost decisions.
Reporting to a Finance Manager, the Financial Analyst student is responsible for providing analytical support to corporate activities serviced by the finance portfolio, and support to NSHA leaders (Directors, Managers, Physician Leaders)
This position will be assigned accountability for day to day analytical work and strategic initiatives (projects, process work, focus groups, and committees) The financial analyst student is responsible for carrying out assigned functions within the Finance Program. Under the program management model, the financial analyst student will exhibit sound professional judgment and initiative while working within the framework of the objectives of the department and the organization as a whole.
- Must hold in confidence all matters pertaining to patients and staff within the Nova Scotia Health Authority (NSHA).
- Reviews and analyzes monthly and quarterly results and works with zone management to identify any potential financial issues/risks through trend analysis and questioning of key forecast assumptions. Reconciles reviews and verifies key transactional activities to ensure processes are efficient.
- Consults and advises clients on all aspects of managing budgets. This includes assisting with, identifying and researching issues, as well as providing options and recommending solutions.
- Championing and following sound financial management through accurate processing, reconciliation, monitoring and reporting.
- Reviews and analyze key corporate practice/process, i.e. budget, forecast, reporting, and transactions; to ensure variations are noted, addressed and explained; and key opportunities are identified for process improvement.
- Performs special projects as required including trend analysis, costing studies, benefit analysis, statistical comparisons, audits, etc.
- Provides financial education for clients through delivery of regular workshops, group and individual training sessions
- Builds and cultivates strong working relationships within finance portfolio at the management and leadership levels.
- Analyzes and challenges zone decisions and business cases with an objective perspective to ensure that plans are achievable, risks are understood, planning and data is accurate, and that decision-making is well-informed
- Contributes to the overall effectiveness of the NSHA through involvement or leadership in committees and task forces.
- Develops working relationship with transactional staff, in coordination with analytical responsibilities. Communicates and discusses Nova Scotia Health Authority guidelines and procedures with transactional staff to ensure responsibilities, authorities and accountabilities are defined and understood.
- Duties will include (but are not limited to):
- account reconciliations
- variance analysis and forecasting
- journal entry preparation as required
- assists with:
- the preparations of business cases,
- calculations of key performance indicators,
- research on best practice,
- development of templates
- analysis and allocation of expense and revenue budget
The Individual is expected to:
- Be enrolled in a recognized post-secondary business and/or accounting co-op program with at least one year of studies completed.
- Possesses a solid understanding of the finance processes and key performance indicators
- Excellent collaboration, verbal and written communication skills
- Strong analytical, problem solving and conceptual thinking skills
- Ability to prioritize workload, meet deadlines, and work effectively under pressure with a high level of accuracy and attention to detail
- Demonstrate an ability and a willingness to learn new systems/processes, and work effectively within these parameters
- Strong interpersonal skills and demonstrated ability to establish and build strong working relationships with existing team and diverseinternal and external stakeholders
- Adhere to confidentially policies on all matters pertaining to patients and staff within the Nova Scotia Health Authority (NSHA).
- Have a good working knowledge of accounting and generally accepted accounting procedures.
- Have a good working knowledge of MS Office software including Excel, Word and Access.
- Promote the mission of quality health care by performing any other tasks and duties that may be assigned or required.
Hours of Work
Regular full-time position; 75 hours biweekly
These positions will be located in NSHA Finance offices located across the province.
