Reports to: Operations and Special Projects Manager
Position Status: Full Time, Term (asap until September 30, 2022, with possibility of extension)
Salary Range: $24 per hour / 37.5 hours per week
Start Date: As soon as possible
Office Location and Number of Positions: Sydney (1), Port Hawkesbury (1)

The YMCA of Cape Breton is looking for two dynamic self-starters to join our team as Opportunity Fund Coordinators. The Opportunities Fund for Persons with Disabilities assists persons with disabilities who have little or no labour force attachment to prepare for, obtain and maintain employment. It supports persons with disabilities in overcoming barriers to participation in the Canadian labour market, and it supports employers to hire persons with disabilities.

Position Summary

The Opportunity Fund Coordinator will ensure all funding received by the YMCA of Cape Breton is monitored and managed in accordance with the contract agreements with funding agencies.

The Opportunity Fund Coordinator will communicate to the numerous community partners about the application and timeline for approval and payment process.

The Opportunity Fund Coordinator will monitor and track the financial status of each fund and report directly to the Operations/Special Projects Manager, Funding Review Committee, Financial Controller and the designated partners in the province of NS.

Duties may include, but are not limited to:

  • Deliver continuous intakes of Enhanced Employment Assistance Services, Skills for Employment, Work Experience and Self-Employment programs to persons with disabilities.
  • Recruit and select participants and manage referral process.
  • Develop and present information sessions to employers, community partners and future participants.
  • Provide information on client funds to community partner groups, individuals and staff on a regular basis.
  • Assume responsibility for the entire funding cycle from proposal writing to funding delivery with the direction of the Operations/Special Projects Manager.
  • Support participants throughout program experience and follow-up as required.
  • Prepare all activity reports and client information details on funding expenditures to the funding organization in the timelines expected.
  • Maintain accurate participant files while adhering to stringent internal and professional privacy protocols;
  • Promote public awareness of funding programs and existing gaps in the disability community.
  • Maintain accurate and up to date records on all funds approved and administered through all funding contracts, both statistically and individually.
  • Prepare, present and monitor all funding contracts with clients including employer contracts for clients accessing Targeted Wage Subsidies and Job Experience.
  • Provide communications to all funding applicants informing them of the funding committees’ decisions and any ongoing status reports.
  • Assemble data and prepare periodic and special reports, manuals and correspondence as required.
  • Evaluate and develop Funding policies, procedures and methods to ensure client and community understanding and needs are met.
  • Other duties as assigned by the Operations/Special Projects Manager, Executive Director, CEO and/or board, as required.

Qualifications and Skills:

  • Post-secondary Degree in Human Services, Business, Disability Management, Social Work, and or Adult Education or a combination of education and related work experience
  • Business experience, business training or entrepreneurial experience
  • Demonstrated financial competencies in budgeting forecasting and financial literacy.
  • Project management experience and bilingualism (French/English) considered an asset
  • Proven leadership and management experience
  • Current expertise in relevant computer software applications i.e. collaborative tools and cloud computing
  • Knowledge of local labour markets, employment landscape and career services overall
  • Understanding of social, community and economic issues facing clients
  • Experience working with clients, community partners and employers, navigating wrap around services and collaborating with referral organizations
  • Demonstrated organizational skills: coordinating, directing, coaching, and negotiating
  • Demonstrated conceptual Skills: analysis, interpretation and program design
  • Sound reasoning, judgment and problem solving and discretion
  • Exceptional communication and interpersonal skills.
  • Understanding of the service infrastructure dedicated to service to persons with employment support needs.

Note: Successful candidates will be required to provide a current and satisfactory Criminal Record Check/ Vulnerable Sector Check and Child Abuse Registry Check. They will also be required to attend YMCA Child Protection Training, as well as successfully complete First Aid and CPR training. Travel will be required. Candidate will also be required to provide proof of Vaccination against COVID-19 or a valid exemption.
