About CMM

The Confederacy of Mainland Mi’kmaq (The CMM) is a Tribal Council representing eight Mi’kmaq communities of mainland Nova Scotia. Our mission is to proactively promote and assist Mi’kmaq communities’ initiatives towards self-determination and enhancement of community. The CMM is located in the Millbrook Mi’kmaw Community in Nova Scotia and has over 125 employees. The CMM’s Department of Community Services & Infrastructure is currently looking for an energetic, mature, and independent candidate to fill the role of Engineer.

Position Overview:

Under the direction of and reporting to the Senior Director of Community Services and Infrastructure, the Engineer provides advisory services to the eight CMM member communities in matters related to community development, construction, housing, infrastructure, capital planning, Enhanced Asset Condition Reporting System (E-ACRS), asset maintenance, project management, contract administration, project planning and implementation, energy efficiency, etc. The Engineer will also be tasked to develop an engineering/technical services department designed and staffed to support communities in their efforts in delivering projects, programs/services in a manner that is consistent with Federal and Provincial government regulations and compliance requirements.


  • Provide contract administration support/services for the procurement of professional and construction services as needed.
  • Preparing Request for Proposals (RFP) for engineering services and other technical services as required.
  • Preparing funding proposals for capital projects, housing, and community development.
  • Assisting CMM member communities with managing capital and housing projects/programs as needed.
  • Engage with all stakeholders to develop and deliver effective preventative maintenance programs for community assets.
  • Preparing competitive bids for, managing, EACRS for Mainland NS and Nfld.
  • Project prioritization and long-term planning. (e.g. 5-Year Capital Plans)
  • Assisting with capacity development at the community and Tribal Council level in all aspects of capital project management.
  • Reviewing tender packages, design/construction drawings and specifications, project bids
  • Ensuring that best practices and sound technical/engineering practices are being applied and provide professional feedback to the community.
  • Ensuring capital projects are constructed in compliance with legal requirements especially health and safety.
  • Developing an Engineering Advisory Service at the Tribal Council Level and prepare for transfer of housing/infrastructure delivery of services.
  • Assist with the development of a CMM Multiyear strategic plan for engineering, programs, and services.

Position Requirements:

  • Bachelor’s Degree in civil or Environmental Engineering is required. Other engineering disciplines may be considered in combination with sufficient experience.
  • Must be registered with or have the ability to register with the Association of Professional Engineers of Nova Scotia within three (3) months of employment.
  • 5+ years experience in project management in the public and / or private sector in construction.
  • 3+ years of management and / or administrative responsibility in a municipality or First Nation environment.
  • Knowledge of the regulations, codes and standards for municipal infrastructure and housing construction.
  • Experience in the operation and maintenance of municipal and building facilities.
  • Experience in preparing RFP’s and project funding proposals.
  • Experience working with First Nation communities.
  • Computer literacy in MS Office and engineering software relevant to the duties of the position.  Spoken and written English is essential; proficiency in Mi’kmaq will be considered an asset.
  • Valid driver’s license and reliable transportation, as travel within Nova Scotia will be required.
  • Ability to occasionally to work outside of normal working hours due to the requirements of the member communities and clients.

Salary/Employment Term:  

Salary range: To be determined based on qualifications and experience. This is a one (1) year contract position with the opportunity for renewal and subject to the policies and practise of the CMM. The CMM offers a substantial benefits package to all employees.
